The Citrus County Planning and Development Commission on Thursday approved application CU20250012, a conditional‑use petition from RISE Construction on behalf of Jason and Shannon Hopp, allowing the existing single‑family residence at 11900 South Istachata Road in Floral City to be redesignated as an accessory dwelling unit (ADU) and for a new primary single‑family dwelling to be built on the approximately 19.3‑acre parcel.
Planning staff described the site and said the applicant’s plan meets applicable code standards; the staff report identified no objections. Commissioners asked routine clarifying questions about setbacks and square footage. Staff noted that under the LDC an 850‑sq‑ft ADU is the base allowance, but conditional provisions allow larger ADUs tied to property acreage; in this case the applicant requested a 2,010‑sq‑ft ADU, which staff said fits within the allowances for properties exceeding 10 acres.
Commissioner Robert Sherra said the application met the required criteria and would support approval. Commissioner David Bramlett moved to find CU20250012 consistent with the comprehensive plan and land development code and approve the conditional use; Commissioner Michael Facemeyer seconded the motion. The chair called for the ayes and the motion carried by voice vote.
