Lebanon council approves consent agenda, budget amendments, right-of-way abandonments and infrastructure escrow agreement

The Lebanon City Council approved a batch of routine and project-specific items, including multiple budget amendments, right-of-way abandonments, and procurement resolutions.

Consent and routine items: On voice votes the council approved seven consent items (orders 257309–257315) covering sanitation vehicle replacement and related budget amendments, a depreciation line item for the sanitation enterprise fund, recording the Rutherford Parks Library acquisition, a part-time accounting position and related budget amendments, a TDOT license agreement for I-40 signage and interchange improvements, a grant contract and budget amendments to create an urban forester position, and a replacement pressure washer for the garage.

Right-of-way abandonments and lighting code: The council approved abandoning the city’s interest in the right-of-way for the entirety of East Lester Avenue (Order 257301) and about 0.58 acres of Rogers Avenue from North Cumin Street to a property boundary at 121 Rogers Avenue (Order 257302), both requested by Wilson County. The council also updated outdoor lighting rules (Order 257303) to restrict floodlights, spotlights and wall packs from shining on streets and residential properties and to prohibit certain rope-light installations.

Utility and capital procurement: The council authorized change orders and contract awards for wastewater and sewer work, including Resolution 252795 to accept bids for replacement of the grit chamber at the wastewater treatment plant and a single-source purchase authorization for a Gorman-Rupp self-priming pump (Resolution 252796). Council praised Utilities staff for ongoing work at the sewer plant.

Infrastructure escrow agreement: The council approved Resolution 252797, authorizing an escrow agreement between Suncrest CT Venture Pursuit Co. LLC, the city of Lebanon and Wilson Bank And Trust related to public infrastructure improvements at Blue Devil Boulevard; staff noted a minor language revision had been made to the agreement prior to the vote.

Budget and project notes: The council read and approved first-reading budget actions (Order 257318 and Order 257319) to roll over funds for Sam’s Club bond interest payments and to approve a change order for locker-room renovations at the water and sewer department.
