Parks Director Ted Davis presented a sublease amendment on Nov. 17 to continue a public‑nonprofit arrangement with Livonia Civic Arenas (LCA). The proposed term runs Aug. 1, 2026 through July 31, 2031 with an additional five‑year extension option. Key contract changes: an annual increase changed to 5% or CPI (whichever is greater), introduction of a $25 per hour surcharge earmarked for capital improvements in both facilities, and elimination of a $2,000 per‑month lease payment paid to Parks and Recreation for the Eddie Edgar Arena so those funds may instead be reinvested in arena capital needs.
Davis said the changes respond to significant deferred capital needs including new roofs and Zambonis and aim to incentivize reinvestment by the operator. Council President McCullough and members praised LCA’s long partnership and noted the arenas’ role in local youth hockey programs. Council approved the sublease amendment on consent with no recorded objections. A councilor asked for clarity about how the removed lease payments will be replaced; staff responded that the surcharge and reinvestment are designed to cover capital needs directly.
Next steps: staff to finalize lease language and return contract for formal adoption at the Dec. 3 voting meeting.
