Finance committee approves multiple budget and contract actions, authorizes grant application and bond reimbursement resolution

The Tuscaloosa finance committee moved through a slate of procedural and financial items, approving budget revisions, grant applications, insurance renewal and a memorandum of understanding with a nonprofit partner.
Speaker 3 presented a reimbursement resolution allowing the city to front early-design costs in Elevate and reimburse those expenses from future bond proceeds for the Noah's Ark AR2 program when bonds are issued (planned for 2027). The committee adopted the resolution by voice vote.
Staff also asked for approval to apply for a Creative Places arts facilities grant through the Alabama State Council on the Arts for up to $100,000 to support Project Warrior; no local match was required and the committee approved the application.
City finance staff reported $2.8 million in new cash for the savings center capital campaign and clarified that donor money designated for exhibit space cannot be used to reduce debt. "We're asking for a budget increase, but we're coming to you with the cash in hand," a campaign representative said.
Insurance coverage for the upcoming Holidays on the Plaza event was renewed after staff outlined quotes that ranged from $3,489 last year to a high of about $8,000; the best available quote was $6,400 and the committee approved binding coverage before the event.
The committee also approved a memorandum of understanding with Operation Light Shine, a 501(c)(3), to reimburse overtime costs (up to $12,000 per year), purchase equipment and fund training in partnership with the West Alabama human trafficking task force; staff noted no upfront general-fund cost beyond reimbursements requested.
What’s next: Staff will record the Elevate budget revision, pursue the Creative Places grant application, bind the insurance coverage before the event, and implement the MOU per its terms.
