Council approves 'Towns at York Creek' subdivision with waivers; construction expected in January

York City Council on Nov. 18 approved Resolution 83, granting requested waivers and conditionally approving a preliminary/final subdivision and land development plan for a project identified as "the towns at York Creek," proposed for 550 West Orange Avenue.

The plan, prepared by the applicant and last revised Aug. 5, 2025, requested multiple waivers from the city's subdivision and land development ordinance. Council cited the planning commission’s recommendation that the plan generally conforms to ordinance standards and moved to approve the conditional plan and waivers.

Council members and staff questioned how required green space and parkland obligations would be met given adjacency to the creek and how the project will tie into Martin Luther King Park and an existing trail. A staff/applicant representative said some park and trail connections were coordinated to "match up with what they're doing" and that permits (including a DNS permit) were obtained; the applicant said construction may begin in January.

Council discussion included a personal remark about retaining a "ghost sign" on a former printing building at 323 West Mason Avenue during renovation; otherwise council expressed general support for the project's progress.
