Chief James Levan briefed the board on a proposed Volunteers in Police Services (VIPs) program to succeed elements of the older CERT structure. The program is intended to be village-specific and run as a 501(c)(3) nonprofit that can accept donations to fund volunteer training and equipment.
Levan said VIPs would support administrative tasks (filing, fingerprinting paperwork), traffic-control and community preparedness activities and would maintain training requirements (CPR/AED, search‑and‑rescue basics and other certifications). Existing trained volunteers could form the program’s initial base. Several trustees said they support creating a separate cost center or fund for VIPs and praised the proposal as a way to formalize volunteer activity and fundraising (pancake breakfasts, local donations).
Trustees asked that the program preserve emergency-preparedness training from the prior CERT program; staff said the VIPs training plan will include preparedness components and prerequisites (including a community-preparedness awareness training noted as a prerequisite). The board expressed support for moving the concept forward and asked staff to return with more detailed organizational and financial proposals if needed.
