Pine County adopts ordinance requiring registration for low-potency hemp edibles

Pine County commissioners on Wednesday adopted an ordinance to require retailers of lower-potency hemp edibles to register with the county.
Kelly Schroeder, the county administrator, said the Office of Cannabis Management’s licensing for low-potency hemp products now includes a requirement for local registration, but Pine County previously had no countywide mechanism. “We could write this ordinance very similar to our tobacco ordinance in that we administer it countywide,” Schroeder said, explaining the countywide registration would spare businesses from a patchwork of township requirements.
The draft ordinance (Pine County Ordinance 2025-40) establishes the registration process and allows the county to set a registration fee up to $125; staff recommended a $100 fee to align with tobacco registrations. Commissioners discussed retailer feedback (none yet) and the possibility that federal law changes could affect the long-term viability of local requirements. One commissioner noted a federal change could make some products illegal after a one-year grace period in November 2026.
The board voted to adopt Ordinance 2025-40 after a motion and second. Kelly Schroeder said the county will implement registration details once the ordinance is codified and the county sets the fee. The ordinance creates a local registration pathway intended to help businesses comply with state licensing while giving the county oversight of retail registrations.
