The Historic Resources Commission continued review of a window repair/replacement proposal for 851 Brighton Road after staff reported that many windows are repairable but that some openings show deterioration.
Staff recommended retaining and repairing historic sashes where feasible and allowing replacement of nonhistoric storm windows or low-profile metal storm replacements. Morgan Graff, the staff window specialist, said some sash elements are repairable though a few meeting rails and sash joints need attention. The applicant (Camden Permer and property owner Josh) described interior storms and plastic inserts that have degraded the windows’ appearance and functionality.
Commissioners requested a clear, window-by-window table and full-elevation photographs showing which windows the applicant proposes to repair versus replace. Several commissioners said they would consider limited replacement where staff documents irreparable condition, and one commissioner suggested a commissioner site visit to clarify on-the-ground conditions. Given the lack of a full elevation photo set and the request for more documentation, the commission voted to continue the case and asked staff and the applicant to submit a revised packet showing proposed retained vs. replaced windows, close-ups of problem windows, and rationale for replacement choices.
The commission did not take a final vote on the COA; no legal or funding actions were decided.
