Fort Myers Beach opens RFQ for Bay Oaks pool rehabilitation; one firm submitted a response

Jason Freeman, deputy clerk for the Town of Fort Myers Beach, opened the public RFQ submission for RFQ 20602AD on Nov. 18, 2025, announcing the town received one submission for the Bay Oaks Community Pool Rehabilitation Project.
“The town is seeking qualifications from professional engineering and design firms to provide comprehensive design, permitting, and construction phase engineering and inspection services for the parks and recreation revitalization project,” Freeman said, describing the scope of work the town expects from a selected firm. He said the project is funded in part through Community Development Block Grant – Disaster Recovery (CDBG‑DR) funds and aims to restore and modernize recreation facilities damaged by Hurricane Ian.
Freeman told attendees that the RFQ was issued on Oct. 17, 2025, and that qualification responses were due Nov. 18, 2025, at 2 p.m. “Request for qualifications, from Opulent Outlines LLC,” Freeman said as he read the submission list, and he later noted that RFQ Form C was not included with that submission.
Officials said the submission packet from Opulent Outlines LLC included RFQ Forms A, B and D and attached supplemental exhibits. The materials will be forwarded to a selection advisory committee made up of town members for public evaluation and, if the committee chooses, interviews with the firm.
Town staff said the committee is expected to meet in December, with scheduling adjusted for the Thanksgiving holiday; town staff will post notice of the selection advisory committee meeting once it is scheduled. No selection or award was made at the opening.
Amy Baker, the town clerk, was seated at the table but did not speak during the opening. The session began at 2:30 p.m. and was adjourned at 2:33 p.m.
