OPOC actions: recommendations accepted, leadership elected, contract extended, ethics probe authorized
Summary
At its Nov. 18 meeting the Spokane OPOC unanimously accepted three report recommendations, elected its 2026 chair and vice chair, unanimously extended counsel Boone’s contract through 2026, voted 3–1 to cancel the December meeting, and unanimously authorized an investigation into an ethics complaint filed by mister Sims.
The Spokane Office of Police Ombudsman Commission recorded several formal actions at its Nov. 18 meeting.
Business and votes: Commissioners approved the meeting agenda and the Sept. 16, 2025 minutes by unanimous consent. The commission accepted three recommendations from the closing report (recommendations 25-11, 25-12 and 25-13) by unanimous vote.
Leadership: Commissioners nominated and consented to retain Luke as chair for 2026 and to appoint Commissioner Jasmine as vice chair; the slate was approved by unanimous consent.
Scheduling and contracts: The commission voted 3–1 (no abstentions) to cancel the regular December meeting; commissioners cited the busy season and a lighter agenda as reasons. In executive session the commission later voted unanimously to extend counsel Boone’s contract through 2026, with direction to clarify effective dates in the reissued contract.
Ethics investigation: After executive session and additional discussion the commission voted unanimously to use its legal resources to investigate an ethics complaint filed by mister Sims and to document the action as public, citing Spokane municipal code provisions that authorize the commission to investigate complaints against the office of the ombuds.
What’s next: The commission will reconvene in January and will track the hire process, MOU negotiations, and implementation of the accepted recommendations.
