Monrovia council approves $790,447 public‑safety dispatch upgrade to join regional interoperability system

The Monrovia City Council authorized staff on Nov. 18 to purchase equipment, furniture and migration services to upgrade the city's police dispatch/communications center and join the Interagency Communications Interoperability (ICI) system to address obsolete analog equipment and interoperability gaps.
Captain John Doncic presented the request on behalf of police leadership and described operational risks: the dispatch center continues to operate on analog systems while most other county dispatch centers use digital encrypted systems, making cross‑agency communication difficult during multi‑jurisdiction incidents. "Our dispatch center is the only dispatch center in the county of Los Angeles still operating on an analog system," he said, adding that some hardware and software are discontinued and replacement parts are scarce. The department recommended Motorola Solutions as the compatible vendor for core communications equipment and Watson for the dispatch console furniture and ergonomic redesign.
Staff presented a detailed cost breakdown for hardware, migration and furniture and requested approval not to exceed $790,447.04 plus a 10% contingency ($79,044.70) to cover potential overruns. The council moved, seconded and approved the authorization on a unanimous roll call.
Why it matters: Upgrading the communications system is intended to ensure Monrovia's dispatchers can securely share criminal justice information and coordinate during large events and regional emergencies, including major upcoming events in the region.
Implementation: Staff will execute the necessary documents in a form acceptable to the city attorney and oversee migration and installation per the scope of work. The project will include temporary relocation of dispatch operations while work is performed.
