Berg said the roughly 42.66‑acre site (Parcel No. 115010042) would be divided into 213 residential lots: 145 single‑family detached lots in the low‑density portion and 68 single‑family attached lots in the medium‑density portion. The proposal is planned in three phases and would include mass grading, public streets, water and sewer, Franklin County irrigation, communication and power infrastructure, and three public pedestrian pathways to improve connectivity. A Tier 2 traffic impact analysis dated 09/19/2025 and accepted 10/16/2025 concluded no off‑site transportation improvements are required beyond applicable impact fees; Berg said traffic, park and school impact fees will be collected for each lot prior to building permits.
Applicant representative Peter Harpster confirmed he had reviewed the staff report and said he had no objections to the proposed conditions of approval; he noted only a technical clarification that the irrigation provider is Franklin County Irrigation District rather than the City of Pasco. No members of the public in the hearing room provided oral testimony on the preliminary plat; Berg and the examiner confirmed written comments already submitted were part of the record.
The hearing examiner admitted staff materials and SEPA documents into the record and closed the public‑record portion for the preliminary plat. The examiner said he will issue a written final decision on the preliminary plat within 10 working days; that decision on the preliminary plat will be final and appealable by filing a land‑use petition with Franklin County Superior Court.
