Council approves interlocal to formalize right‑of‑way with St. Johns River Water Management District

City staff and the city attorney presented an agreement package with St. Johns River Water Management District to transfer about 1.15 acres of land near the north end of Coastal Lane into the city’s control as right‑of‑way. The package included a quitclaim deed in the city’s favor, a cooperative agreement, a non‑exclusive perpetual access agreement for the district to maintain operations, and related easements.
St. Johns representatives clarified the district will retain ownership and maintenance of the intake structure, pump station and force main; the city will receive the dirt and right‑of‑way ownership necessary to formalize the road corridor and preserve flexibility for future road extension or development. Councilmember Frampus moved to authorize the city manager to execute the four documents; the motion passed unanimously, with the district’s board scheduled to consider the transfer next month as part of their approval process.
Staff said utilities (city and others) run through the parcel, and the easements ensure access for the district and other utility owners while placing the land under the city’s jurisdiction for future road planning.
