City Attorney John Carey explained the change is intended to resolve minor cleanliness problems more quickly and avoid the potentially large, daily penalties and lengthy processes associated with formal code enforcement cases.
Council members asked for clarification about how officers would verify that a prior warning had been given before issuing a citation. The city attorney and the police chief said warnings and related records would be entered into the city system so responding officers can confirm whether a property previously received a warning. Councilmember Frampus moved to adopt the ordinance on second reading; the motion passed 7‑0.
Council and staff said the measure is intended to be a lower‑cost, quicker option for residents and property owners to address litter and sanitation complaints.
