Saint Croix County staff recommended, and the Community Development Committee approved on Nov. 20, a resolution to discontinue plans to develop County parcel 038105160000 on County Road H (Apple River frontage) as a park and to proceed with the county’s standard process to offer the tax‑deeded parcel for sale.

Staff described the parcel as roughly 3.6 acres with about 550 feet of river frontage but only about 90 feet from ordinary high‑water mark to the road right‑of‑way; narrow width, limited safe parking and a sharp curve on County Road H make it an impractical site for launching or developing park facilities. The committee heard from members who were concerned that selling without protections could enable building on an unsafe lot; staff noted that the county may encumber the parcel with deed restrictions (for example, limiting it to river access and prohibiting dwellings) at time of sale but that such restrictions could reduce market value.

Committee members supported offering the parcel for sale and instructed staff to follow the tax‑deed sale process and forward bids to the administration committee; the administration committee can accept bids and choose to add restrictions at sale. Committee members suggested first offering the parcel to adjacent landowners or conservation groups and evaluating options to restore it to the tax roll if a buyer is interested and restrictions can be tailored to preserve public interests.

A motion to discontinue park planning for the parcel and seek disposition through the administration committee passed unanimously.
