The Saint Croix County Community Development Committee voted Nov. 20 to approve a conditional use permit for Purely Ground Healing, a Reiki and relaxation studio proposed by Tia and Andrew Gardner at 631 150th Street in the Town of Hammond.
County staff said the proposal is for a major home occupation conducted in an 11×16 accessory structure with one on‑site parking space, no employees and no outdoor lighting or signage. Hours proposed are Tuesday–Friday, 8 a.m. to 4 p.m.; staff confirmed the building will require a commercial building permit or inspection as a condition and noted the public health department indicated no county license is required for the use.
Paul Hugue, chair of the Town of Hammond, told the committee the applicant met the town’s conditions and that an engineer had confirmed the accessory building’s structural suitability for use with the public present. “The town has no problem with the business,” Hugue said.
Committee members had no further objections and moved to approve the permit with standard conditions including building inspection, containment of trash, and a town‑level review process. The motion passed by voice vote.
The CUP will be subject to the county’s monitoring and the town will conduct the two‑year follow‑up review required for major home occupations.
