Planning Commission recommends rezone of 1900 South Beltline Highway West to C-2

Speaker 2, an unidentified staff member, told the Planning Commission that the tract identified as 1900 South Beltline Highway West — formerly the Whistle Stop Cafe site — is proposed to be rezoned from agricultural to C-2 (neighborhood and retail commercial) so a grocery/restaurant could relocate there. "This is a grocery zone for that property on Beltline," Speaker 2 said, and added that the site is next to the zoo and is being characterized as a spot zone.
Staff recommended a positive recommendation for the rezone. Speaker 2 said a replat will be required to combine two parcels (the restaurant and its parking lot) and that water service at the site is limited: the map shows a 4-inch main and a 2-inch service line, whereas typical distribution mains in the area are 8 inches. "When we're doing water in the future in that area, that'd be something to consider," Speaker 2 said.
After the staff presentation the hearing was closed and a motion to recommend approval was moved and seconded. Roll call recorded affirmative votes from Delaney, Bowman, Williams, Weber, Vertov, Ohio and Estrada; the recommendation to approve the rezone was recorded as passed by the voting members present.
The Planning Commission's action at this meeting was a recommendation; the replat, parking and water service issues will require follow-up review by staff and any subsequent permitting authority before final development occurs. The transcript does not record any formal final approval by a separate legislative body at this meeting.
