Board approves retirement incentive, developer-fee report and multiple funding resolutions

The Santa Clara Unified Board of Trustees voted unanimously on several action items during its Nov. 13 meeting.
Early retirement incentive: The board approved offering an early retirement incentive of up to $20,000 for certificated, classified and management staff and directed staff to negotiate implementation details with labor partners. The motion carried on a roll-call vote, 7-0.
Developer fee report: Staff presented the required annual Level 1 developer fee report for 2024-25. Trustees confirmed the district does not qualify for Level 2 or 3 reporting; the board approved the Level 1 report, 7-0.
Construction change order: The board adopted Resolution 25-65 to approve Change Order No. 2 to Innovative Construction Solutions, Inc. for soil excavation revisions at the Bracker Elementary modernization project. The resolution passed 7-0.
Student discipline: The board approved a waiver of administrative hearing dated Oct. 10, 2025, for expulsion with suspended enforcement through Nov. 13, 2026, including a change of placement from Wilcox High School to Santa Clara High School and a rehabilitation plan for student number 111325A1. The student may apply for reinstatement at the end of the expulsion term; the motion passed 7-0.
State preschool and childcare funding: The board approved Resolution 25-63 for the 2026-27 California State Preschool Program continued funding application and Resolution 25-64 for the 2026-27 General Child Care and Development continued funding application; both motions carried 7-0.
Consent agenda and easement: Earlier in the meeting trustees approved consent agendas including a Metropolitan Education District easement agreement with Solar DG California Metro Ed LLC (Luminess), 7-0.
All roll-call votes recorded seven yes votes; student trustee Suresh also recorded a yes on applicable consent items.
