Lodi Unified board approves ELOP plan, ratifies employee agreements and passes consent items

The Lodi Unified School District board unanimously approved the district’s Expanded Learning Opportunity Program (ELOP) for the 2025–26 school year and ratified tentative agreements with employee groups during its evening meeting.

Superintendent Dr. Horton and program staff summarized the ELOP plan presented earlier by Jose Maciel, who said the plan adds “20 instructional days of program to expanded learning services to take place during our intersession and summer programs.” Board members moved to approve OAI 1 and took a verbal vote; the motion passed 7–0.

Also on the agenda, Miss Suarez publicly disclosed a collective bargaining agreement with the Lodi Education Association (LEA) and stated the total value at about $18,800,000. The board moved and approved that disclosure item by unanimous voice vote. The board also ratified a tentative agreement with the LOTA Education Association after staff presented the terms for consideration; that ratification was recorded as 7–0.

Several consent-agenda contract amendments were discussed and voted on. After pulling and clarifying items A1 and A2, the board approved items A3 through A15 by voice vote (7–0). For the pulled contract items, staff explained that two contract amendments on the night’s agenda were the last items related to expanded-learning partner agreements; several partner amendments had been approved at prior meetings. Jose Maciel told the board that the city contracts only with certain schools and that the two items on the agenda were the final amendments for partners.

Formal actions recorded in the meeting included approvals for placements of nonpublic-school students (numerical identifiers provided by staff) and approval of claim number 638649; both were reported as passing on a 7–0 vote.

The board’s actions conclude with unanimous support for the items described; no dissent was recorded. The meeting adjourned after public comment and committee reports.
