Carmel board approves $1.19 million College Avenue contract and other road project amendments

The Carmel Board of Public Works and Safety on Nov. 19 approved a series of contract amendments for local road and path projects, including a $1,193,299.57 change order for College Avenue work between 96th and 106th Street.
Jared Huff of the Carmel Engineering Department told the board the College Avenue change order (CO No. 3) covers a group of construction-related items — crosswalks at the Parkwood roundabouts, additional potholing and project escalation costs. "This is kind of for various, construction related items," Huff said. The board voted to approve the contract amendment by voice vote.
The board also approved a $54,000 supplemental services amendment (Amendment No. 9A) with Crossroad Engineers PC for further design work at the 106th and Lakeshore Drive roundabout. Huff said the supplemental was prompted by property acquisitions and the need to reduce property impacts for neighboring parcels during design, and that construction timing remains uncertain: "It's possible that it goes in 2026. It's also possible it's 2027." The amendment passed on a voice vote.
Separately, the board approved a change order (CO No. 1) for the 99th Street Multiuse Path with Calumet Civil Contractors that reduced the contract by $12,582.09; Huff described this as a balancing adjustment that came in under estimate.
Board members also heard bid information for a 2025 additional paving package on Higginbotham Street, where a Howard Asphalt LLC submission was listed with unit pricing shown on the meeting table. An unidentified participant read unit costs recorded in the packet, including "$1.88 per square yard" and "$88 per ton for type B." No formal award of that contract was recorded in the meeting minutes.
The board approved all measures by voice vote. No public comment was recorded on these items.
