Moreno Valley Unified board approves ceremonial proclamations, CTE applications and a pulled contract

The Moreno Valley Unified School District Board of Education on Tuesday approved several ceremonial resolutions, a package of policy updates and applications for career-technical education facility grants, and voted to approve a contract that had been pulled from the consent agenda.
Trustee Rhodes Williams moved to approve a resolution recognizing November as National Youth Homelessness Awareness Month; the measure passed unanimously by the recorded roll call. District staff said about 1,785 students experienced homelessness in MVUSD in 2024 and described supports provided through the district’s health and wellness center, including food, clothing and transportation.
The board also approved a Veterans Day proclamation for Nov. 11, 2025, presenting the resolution to Major David Wright and cadets from Vista Del Lago’s MCJROTC, and adopted a resolution establishing Ruby Bridges Walk to School Day on Nov. 14 to encourage districtwide activities and reflection on school desegregation and equity.
On business items, trustees voted to submit applications for six Career Technical Education facilities projects, covering programs such as production/managerial arts, childhood development, barbering, pharmacy technician training, residential and commercial construction, and public safety. The board recorded the motion to approve the CTE facilities program application as presented; the motion carried 5–0 with one member absent.
The board completed a group of policy actions, approving a new administrative regulation on lease-leaseback contracts and updated policies on contracts and consultants meant to align local rules with recent state law. A separate vote adopted revised human-resources rules for uniform complaint procedures and an updated employee use-of-technology exhibit in alignment with CSBA guidance.
When the consent agenda was considered, Trustee Rhodes Williams pulled contract A25-260254 for separate consideration. After discussion the board approved the contract by recorded roll call: five ayes and one abstention (Williams said he had worked with the community organization in the past and therefore abstained). The remainder of the consent agenda was approved as amended.
What happens next: Several policy changes were adopted and will be implemented according to the administrative timelines explained during the meeting. The district will move forward with its CTE grant applications and will report back when the award status is known.
