Commission notes contract awards and infrastructure updates; Bay Country named snow-and-ice contractor

Speaker 5, filling in for Michelle, told the commission the town received two bids on snow-and-ice removal and the commission approved awarding the contract to Bay Country Contractors for the term 12/01/2025 to 12/01/2027 with options for two additional two‑year renewals. "We did give 2 bids in, but after looking at the 2 comparisons, the data around estimate came in a little bit lower on the hourly rate. However, there is a cost to training a new contractor," Speaker 5 said, and staff recommended staying with Bay Country.

The commission was also told that a stormwater management improvement package originally included three projects (Academy Hills, Singletree and Camiller Drive); due to an estimated cost of more than $100,000 for Camiller Drive, that project was postponed to FY2027. Speaker 5 said staff intends to bundle the two remaining projects and "award the contract to Rainbow Construction for $66,643 for the other 2 projects, the academy, and single trees."

On community amenities and traffic safety, staff reported that the public-art master plan survey returned about 100 responses and that the contractor is preparing an initial draft with public meetings to follow; staff said they expect drafts in December and January and hoped for completion by February pending grant/approval timelines. Speaker 5 also listed four newly installed radar speed-limit signs and their locations, and said the wastewater treatment plant expansion is progressing after a delay caused by emptying a lagoon. "The new water tower and well projects are on schedule and expected to be done by February," Speaker 5 said.

The commission did not take formal action on these staff items beyond the routine procurement and project updates. Staff said detailed site plans or additional studies would be required at the development review stage for any projects funded or moving forward.
