Board approves volunteer appointments, moves to use PILT for emergency equipment buying

Granite County commissioners handled routine county business on Nov. 18, approving multiple volunteer board appointments, accepting zoning compliance for a mining permit and discussing interfund borrowing for urgent equipment purchases.
The board voted to accept the municipal volunteer applicants presented: Chris Cooney for the county compensation board and Bradley Radke for the Granite County Airport advisory board; renewals for the Flint Creek Fire Service area (Doug Benson and Joseph Bravender) were also approved. Those motions were made, seconded and carried by voice vote.
On permits, staff recommended accepting zoning compliance for McDonald Excavation Inc. as part of Montana DEQ’s review; commissioners moved and approved the compliance finding. On equipment, staff and commissioners discussed using a PILT (Payment in Lieu of Taxes) interfund loan to acquire a county backhoe and a truck for the extension office as emergency purchases rather than financing externally. Board members discussed repaying the loan via next year’s budget and asked staff to draft a resolution covering payment schedule and terms.
No final resolution was adopted at the Nov. 18 meeting; staff said they will return with vendor quotes, loan language and a proposed payback schedule for formal action.
