Amanda Wall, a resident who said she has lived adjacent to the development for nearly five years, told the council: "They made promises. They got what they wanted, and now we have an unfinished subdivision." Wall said Phase 1 had conditions that included a park and a stoplight; she said the site remains incomplete and has become an eyesore that attracts trespassers.
A Lennar representative on the phone said the company recently closed escrow on the tract and is addressing conditions of approval, adding that work on a basin for Tract 935 and near-term activity on related phasing is planned. "We would actually like to move forward on this map," the representative said.
Council members said they want a clear commitment and timeline. One councilmember urged Lennar to provide a starting date for construction of the promised amenities; another proposed inviting a Lennar representative to the next meeting to answer specific questions. Councilmember discussion also referenced prior changes to subdivision conditions that now require parks be completed earlier in build-out (for example, within a threshold of homes built) to prevent the previous delay pattern.
After debate, Councilmember Gornick moved and the council seconded a motion to table the subdivision approval (item 4-6) to the next meeting so Lennar can appear and address outstanding concerns; the motion passed 5-0.
