MPO committee starts 10‑day review for NEVI-funded EV charging amendment moving CSJ50000234 to new site sponsored by Tesla

The Laredo‑Webb County Metropolitan Planning Organization policy committee on Nov. 19 voted to begin a 10‑day public review and comment period for a TxDOT‑requested amendment to the 2025–2028 Transportation Improvement Program affecting NEVI-funded Project CSJ50000234.
MPO Director Fonda Nive told the committee the change revises project location, sponsor and federal funding amounts. "This is for the revision of project CSJ50000234," she said, describing that the previously proposed site at 619 Crossroads Avenue sponsored by Circle K is now listed as 6627 San Mateo Avenue with Tesla Inc. identified as the project sponsor. Nive said the number of direct‑current fast charge ports at the new site is reduced from eight to seven and the shown expenditure (year‑of‑expenditure cost) decreased to $835,004.84 from about $1.3 million.
The amendment is part of the National Electric Vehicle Infrastructure (NEVI) program and, because it affects a federally funded project, TxDOT requested the MPO update the TIP. Nive explained that approved TIP amendments are submitted to the Statewide Transportation Improvement Program (STIP) and that major changes require a public review and comment period under the MPO's public participation plan.
Committee members pressed staff for details on the cost change and charger count. One member asked, "You mentioned an amount of 800 and some thousand dollars. What was that? What was it before?" Nive responded the reduction reflected the change from eight to seven fast chargers and other project adjustments requested by TxDOT.
After discussion, a member moved to "accept the amendment and to initiate the 10‑day public review and comment period." The motion was seconded and approved by voice vote.
The committee also approved a companion revision to the Metropolitan Transportation Plan (MTP 2025–2050) to update the financially constrained project list and reflect the TIP amendment. Nive said the MTP tables must match TIP project information and that staff will return with final documents after the public review.
What happens next: the MPO will post the 10‑day public review notice, accept comments, and then the policy committee is expected to consider formal approval in a future meeting (staff indicated the item will return in January for final action). The approved TIP amendment and MTP update, if finalized, will be forwarded to TxDOT for inclusion in the STIP.
