Director of Economic and Community Development Nate Libby told the council that the earlier package of changes expanded free parking from one hour to two and that staff identified clarifying language needed to ensure implementation aligns with council intent.
Libby said the city is advancing a wayfinding and LED signage program to advertise free two-hour parking, free evenings after 5 p.m., and free weekends. Council members asked how members of the public would know gates are free for the first two hours; Libby said the system still takes a ticket at entry but signage and programming will ensure proper enforcement and pricing for longer stays. Council adopted the amendment by unanimous roll call vote and asked staff to coordinate signage and communications.
