An unnamed financial presenter reviewed year-to-date expenditures through September and said the county was "on pace for budget," reporting expenditures at about 66% of expected year-to-date levels. Board members pressed staff on high grant spending in the Children & Families line (reported at about 93% used) and on a comparatively low levy draw (reported at about 48%). Staff explained the timing: many children-and-family programs rely on grant funds early in the fiscal year and levy-funded costs tend to appear later, so levy percentages typically catch up in the final quarter.
The presenter clarified a dash in the budget packet reflected that a grant was not budgeted when the budget was prepared but was awarded later; staff cited the MAT grant as an example (a late award that increased grants and matching expenses by roughly $23,000). Members were told any awarded expenditures to date through September were included in the report and that remaining award activity will appear as revenue and expense entries as the year closes out.
Members also reviewed proposed 2026 meeting dates (packet, page 12). Staff said the September meeting had been moved to August to allow the budget to be finalized for full-board review; board members noted a scheduling conflict with the county board statutory meeting in April (the county board meets the third Tuesday in April by statute) and said the April date may need to change.
Procedural votes recorded at the meeting included approval of the agenda (motion by George; seconded by Joy; vote recorded as 'Aye' and the motion carried), approval of the minutes (motion by Dr. Keller; seconded by Joy; motion carried), and a motion to adjourn at the end of the meeting (motion carried).
