Lincoln council approves pavilion bid, sewer project, truck purchase and personnel motions

At its Nov. 17 meeting the Lincoln City Council approved a range of routine and capital items on the consent agenda and during regular business.

The council approved the consent agenda (payment of bills and minutes) by roll call. The council then voted to table a separate ordinance (see separate coverage) and moved to the regular procurement and personnel items.

Capital and procurement approvals: the council authorized a contract with Johnco Construction for a community pavilion at a cost not to exceed $386,514; the motion was made by Alderman Downes and seconded by Alderman Bateman and carried by roll call. The council also authorized sewer construction on Campus View Drive at a cost not to exceed $1,158,000; that motion passed with one abstention (Missus McCollum). The council approved a lease-purchase for a 2026 International dump truck with snow- and ice-control equipment not to exceed $230,244.97.

Personnel and governance: Council approved hiring to fill a police vacancy expected in 2026. Alderman Solomon Bateman successfully moved to amend the hiring motion to say the vacancy will be filled in 2026 with no specific date; council members discussed creating a cross-departmental policy allowing departments to begin hiring ahead of known retirements to avoid service gaps. The council also authorized issuance of a Heartland Bank credit card to Mayor Tracy Welch with a $5,000 limit; council discussed controls and secure storage of the card.

Treasurer's update: Treasurer Conso presented the October financial report and noted the general-fund balance has declined from earlier highs to about $199,000; he said some receipts (income tax and municipal sales tax) were up year over year while replacement-tax receipts fell as projected. Council asked about a state legislative measure shifting extra motor-fuel tax distributions toward Chicago-area transit and how that might affect local road funding.
