Rosemount council approves amended TIF spending plan to pursue more downtown restaurants

The Rosemount City Council on Nov. 18 approved an amended and restated tax-increment financing (TIF) spending plan that city staff said is intended to continue supporting restaurant and downtown development.
Eric Vanas, the city’s economic development manager, told the council the 2021 emergency legislation allowed the city to transfer about $2,800,000 from the Brockway Downtown TIF District into a citywide spending plan to spur construction jobs; that program was extended by the legislature into 2026 and the plan must be amended to reflect the new timetable. Vanas said the city has already allocated "about $1,900,000" in grants — to Omni, the Copperfield and a floral shop/coffee stand — and expects to use the remaining roughly $1 million to recruit additional restaurants.
After a short period for questions and no substantive resident pushback, Councilmember Tyson moved to approve the amended plan and Councilmember Esler seconded. The council approved the measure by roll call; Tyson, Acting Mayor Tammy Klimpel and Esler voted "aye." Vanas said the city’s financial consultant could provide further statutory detail if needed.
The amended plan implements the legislature’s one-year extension of the program and clarifies language in the plan document; the approved change does not itself appropriate new dollars beyond the previously transferred amount. Staff said more detailed grant terms and project selections will follow according to the amended plan and normal city procedures.
The council then moved on to the next agenda item.
