District finance staff told the board that the state budget passed Nov. 12 and that payments have begun arriving through the Pennsylvania Department of Education (PDE) payment portal. Miss McGivney reported the state budget totals $50,100,000,000 and that Great Valley has started receiving transportation and Social Security funding.
On the district’s net increase, she reported an estimated additional allocation of $215,059 across basic education, special education, the Ready-to-Learn grant and cyber savings. She described an expected about $75,000 in "cyber savings" resulting from policy changes tied to cyber education funding. "We will be receiving an additional estimated funding of $215,059," she said.
Board members noted that the enacted state budget also included changes to school code and said they would need time to "unpack" the 21 pages of code changes and assess implications for Great Valley. The superintendent said staff will return in December or January with additional clarification on changes that could materially affect district operations.
Board members raised that some other districts that borrowed to cover budgets earlier this year are seeking reimbursement for interest; the board noted Great Valley did not borrow in that way. District staff said they will monitor PDE disbursements and policy updates and report back to the board.
