Waukegan committee approves air-filtration purchase, IT and lobbying contracts

The Finance & Purchasing Committee on Nov. 17 approved a series of procurement and contract items recommended by city staff.
The committee approved a $204,860 purchase of a 24‑hour air filtration system from Rossman Enterprises (d/b/a Magna Grip) through a joint purchasing cooperative. Staff said the system will service apparatus floors and five fire stations; the purchase will be charged to line item 307130726365.
Councilors also approved authorization for the IT department to procure data storage, maintenance, and professional services from Cybernetics LLC as a sole‑source provider for the city’s iSCAN network, with a not‑to‑exceed amount of $100,000 charged to FY26 general fund GL codes provided by staff.
Separately, the committee recommended ratification of a two‑year lobbying services agreement with Cornerstone Government Affairs, Inc., through Dec. 31, 2027, at $10,000 per month. Julia Larkin, principal at Cornerstone, introduced herself and thanked the council for the past six years of work with the city.
Each item was moved, seconded and approved by roll call in committee. City staff said funding for the air-filtration and Cybernetics purchases is budgeted in the applicable FY26 line items.
