Hinsdale board signals support for pedestrian beacon at 9th & County Line; policy to be vetted by consultant

The Board reviewed staff recommendations on Nov. 18 for enhanced pedestrian crossings along County Line Road, including a recommendation to install a pedestrian‑activated rectangular rapid flashing beacon (RRFB) at 9th Street and County Line.
Staff told trustees the location is already a marked crosswalk and carries about 8,500 vehicles per day, making it an appropriate site for an RRFB that would supplement safety when a crossing guard is not present. “This would add safety during times when a crossing guard is not present,” staff said during the presentation.
Trustees asked staff to forward the draft RRFB placement policy to traffic consultant KLOA for review and recommended being judicious about broader RRFB placement to avoid over‑use in residential neighborhoods. The Board also directed continued study at 3rd Street and County Line, where sidewalk and engineering modifications are needed before a beacon could be considered.
Staff indicated installation authority for the device is under the Village Manager for operational sites like the 9th & County Line location, and the board agreed there was consensus to move forward with the 9th Street beacon while the policy is refined.
