Monroe County Council on Nov. 18 approved a set of targeted exceptions to the county—s hiring freeze after staff argued the positions were essential to meet statutory duties and workload demands.
Prosecutor—s office: Prosecuting Attorney Bridal Oliphant asked council to allow immediate hiring of a juvenile delinquency deputy prosecutor because the role requires specialized Title 31 knowledge, multidisciplinary coordination and continuity for the juvenile docket. She cited 2024 filing figures (1,832 misdemeanors; 1,086 felonies), senior staff burnout and reliance on a part‑time retired prosecutor who plans to stop in December. Council approved exempting and filling the juvenile deputy role by roll call, 5–2.
Planning: Director Jackie Jelen asked to fill a Planner 2 vacancy, saying recent state law changes (House Bill 1005 effective Jan. 1 with fast residential permit timelines and HB 1037 effective May 1 moving stormwater-related responsibilities back to planning) will tighten county review deadlines and create automatic permit issuance risks if the office misses statutory windows. Jelen said planners average multi‑week review workloads, a six‑month training period for new staff and that the county—s electronic permit inventory covers ~62,000 parcel lines. Council approved the Planner 2 hire by roll call, 5–2.
Why it matters: Councilors repeatedly balanced sympathy for constrained department budgets with recognition that statutory timelines, public safety and essential services can demand targeted exemptions. Multiple council members cautioned that overall fiscal pressures will complicate future hiring decisions.
Other hires: Later in the meeting the council also approved highway requests (highway engineer and two truck drivers) and health department requests to create and fill three public health nurse positions to replace services previously provided under an IU Health contract; those actions were taken as separate agenda votes and recorded unanimously.
