Laguna Niguel's City Council voted on Nov. 13 to adopt a comprehensive update to the city's general plan (GPA 23-01) and to certify the accompanying environmental impact report (EIR 24-01), concluding a multiyear planning process that staff and consultants said was shaped by thousands of public touchpoints.
Community Development Director Orduna opened the hearing by stressing the scope of the policy document. "It is not approval of a specific project, nor does it exempt any future development project from compliance with the city's municipal code," Orduna said, adding that the update does not remove discretionary review or CEQA obligations for future proposals.
Lead consultant Amanda Tropeano described the outreach that informed the plan: mailers, social media, pop-up events and an in-person open house in October 2023. "This work is the culmination of a multiyear effort to comprehensively update the city's general plan for the first time since the general plan's original adoption," Tropeano said, noting the plan's five guiding principles and that the planning commission unanimously recommended adoption.
