Planning Commission to revise draft 2045 comprehensive plan and solicit public comment

The Planning Commission discussed the draft 2045 Tullahoma comprehensive plan and next steps on Nov. 5, with staff explaining that the commission, not BOMA, currently controls the draft and may make edits before sending it to the Board of Mayor and Aldermen.

Staff said he had implemented changes requested at the most recent study session and reissued the document to commissioners for review. He told the commission that the plan was published on the city website and social media to solicit input, though he acknowledged he needed to confirm some distribution steps. Commissioner Chuck Dean had earlier told the meeting he believed the version attached to the agenda reflected changes the commission had already made and had submitted an email for inclusion in the minutes.

Chair Paul Schwere proposed another round of internal edits to address formatting and labeling inconsistencies, then to schedule public comment — either at the December meeting or in January if scheduling required — and thereafter forward a revised plan to BOMA. Commissioners generally supported taking one more month to gather and incorporate comments rather than holding additional large charrettes or workshops. Staff noted that, once the commission sends a version to BOMA, the mayor and board will have the option to approve or send it back for further work.

Procedure and next steps: commissioners will submit edits to staff; staff will post the revised draft for public comment and place public comment on the next practical meeting agenda. After incorporating public feedback, the commission will forward the document to the Board of Mayor and Aldermen for consideration.
