Speed-zone camera case continued after notice returned; police presented video evidence

A speed-zone camera case (Notice 30822, Natalie Ibarra) was continued Nov. 14 after the clerk reported a nondelivery on certified mail to the respondent. Sergeant Cali of the St. Cloud Police Department described video and camera-log evidence showing a 2016 BMW with a Texas registration was recorded traveling 27 mph in a posted 15 mph school safety zone near Michigan Avenue Elementary. The city’s investigator reviewed the footage and staff recommended a violation under City ordinance 2024-48 and administrative costs be assessed.
City attorney Dan Manzaro noted the nondelivery and asked to continue the hearing so the respondent can be properly notified. The hearing officer accepted that explanation and granted the motion to continue. Sergeant Cali had presented camera test logs, a radar calibration certificate and a close-up of the license plate as part of the evidence package.
Because the magistrate continued the case for lack of service, no ruling was issued Nov. 14; the city indicated it would re-notice the respondent for a future hearing date.
