Pike County approves $1 million transfer to jail fund, authorizes payment to state and acknowledges hires

At its special meeting, the Pike County Fiscal Court approved several finance and personnel items brought forward by the treasurer and the judge.
Frankie (the treasurer) asked the court to authorize an interfund transfer of $1,000,000 from the general fund to the jail fund for October 2025. The treasurer also asked the court to acknowledge receipt of the sheriff and clerk’s reports and to authorize a $122,196.42 check to Kentucky DLG to remit funds from the LGDF recaptured account back to the county's single-county account. The court voted unanimously to approve the treasurer's recommendations and the November expenditure list.
The court also acknowledged hires presented by Judge Jones: Columbus Dwayne Harm as a concrete finisher (effective Nov. 10, 2025); Zachary Taylor Hager as a carpenter in public works (effective Nov. 17, 2025); and Trey Allen Morris as a floodplain coordinator trainee (effective Nov. 19, 2025). Commissioners voted to acknowledge those hires unanimously.
During general discussion, Commissioner Scott raised an operational concern about pay for heavy-equipment operators and suggested running numbers before granting raises. Judge Jones responded that recurring revenue is strained and that while the court has approved multiple raises during his tenure, further increases widen the gap between fixed costs and recurring revenue; he urged staff to present cost analyses before any pay adjustments.
The court’s approvals were recorded by roll call with Commissioners Scott, Atkins, Lewis and Judge Jones voting 'Yes.' No amendments to the transfer or remittance were made during the meeting.
What happens next: the treasurer will execute the interfund transfer and remittance and the clerk will finalize payroll and hiring records for the acknowledged positions. Commissioners requested staff analysis on the fiscal impact of any proposed pay increases before future votes.
