Staff explained the inclement-weather policy is intended to give the chair discretion to move a meeting by one day (for example, from Tuesday to Wednesday) without re-advertising public hearings, and to publish the schedule and policy to provide legal notice. "It allows the community to be on notice that if the public hearing was to have been on Tuesday, now it's moved to Wednesday, and we don't have to readvertise for that public hearing," staff (Speaker 6) said.
Commissioners asked whether language could be carried forward year-to-year and whether state code prescribes publication timing; staff referenced state code requirements and noted a publication timeline that can be prescriptive. Commissioner (Speaker 4) moved adoption of the resolution and the commission approved it by voice vote with no recorded opposition.
The body also discussed the chair and vice-chair nomination and election process. Staff (Speaker 6) reminded commissioners that bylaws call for electing officers at the first meeting in January and that the commission will likely cancel its December meeting; commissioners agreed to handle nominations informally before the January meeting. The transcript notes that Commissioner Gibson will reach his term limit and be ineligible for reappointment effective 08/31/2026; commissioners discussed rotation schedules and incumbency through various years but no formal nominations or votes were taken that night.
Staff also announced a second comprehensive-plan open house at Waynesboro High School the following evening and urged residents to complete the plan survey before it closes in November. The commission adjourned at the end of the meeting.
