The East St. Louis School District 189 Board of Education voted unanimously to approve an omnibus package of action items covering resolutions, a property transfer, a workers' compensation settlement and student-discipline placements.
During the regular meeting, the superintendent read a list of action items and resolutions by heading, including resolution 111725‑a to establish a comprehensive energy‑efficient, healthy indoor air‑quality policy and resolution 111725‑b authorizing and directing the 2025 tax levy. The superintendent also read resolution 111725‑c authorizing the sale of certain unnecessary real estate and a resolution authorizing transfer of property to Derry Daryland Hill for parcel number 02‑160‑104‑102 (listed in the transcript as 1389 North 40th Street, East St. Louis). The board also ratified a workers' compensation settlement and approved the placement of six students in an alternative-school setting for the remainder of the school year; the superintendent listed six student ID numbers in the record and said the placements were for offenses described as group violence/mob action, bullying, harassment and physical confrontation without injury.
A motion to approve the full slate of items (12a–15d and associated addenda) was made by Remi Dean and seconded by Latanya Sales. A roll-call vote recorded unanimous "Yes" votes from all seven board members present (Remi Dean, Walter Hood, Timothy Lockett, Roy Mickens, Willie Ray, Latanya Sales and Latoya Mosley).
The board earlier approved the minutes of the October regular meeting (motion by Roy Mickens; second by Walter Hood) by unanimous roll call.
What passed: the omnibus approval packaged multiple discrete actions into one roll-call vote. The recorded items included: the indoor air‑quality policy (111725‑a); the 2025 tax levy authorization (111725‑b); authorization to sell specified surplus real estate (111725‑c); notices to remedy for named employees (transcript lists Karen Bradford and Tammy Huggins in related items); transfer of the parcel at 1389 North 40th Street (parcel number in transcript); ratification of a workers' compensation settlement; and six student-discipline placements for the remainder of the year.
The board set its next meeting for Dec. 16, 2025, and adjourned the session after the votes.
