The San Luis City Council approved Change Order No. 2 with Pacific Advanced Civil Engineering (PACE) for additional work on the West Wastewater Treatment Plant design.
Jorge Perez, assistant director of Public Works, told the council the design is approximately complete but staff identified an administrative requirement with the Arizona Department of Environmental Quality (ADEQ) to decommission four drying beds that have not been formally closed at the state level. PACE proposed $22,250 to sample soils, submit laboratory results and complete the ADEQ application and meetings necessary to close the drying beds administratively.
A councilor asked whether the ADEQ filing could be completed in-house; staff replied that the process requires technical expertise, meetings with ADEQ and laboratory sampling handled by the engineering consultant. Council moved and approved the change order.
Next steps: PACE will perform sampling and submit the ADEQ application as part of the design completion work.
