Unidentified Speaker 3, a personnel committee representative, presented proposed changes to personnel contracts and told the council the committee plans to hold a vote on the manager contract at the Dec. 3 meeting. The primary changes described were a shift from a one‑year to a two‑year manager contract, a 3% salary increase in 2026 and another 3% increase in 2027, and language allowing unused holiday or vacation time to be paid out in December.
"The primary difference is the previous contract was for one year. It is now a two‑year contract," Unidentified Speaker 3 said, and added that the DPW contract has different rollover and base‑salary rules; the DPW increase discussed was larger (4% for one employee referenced) and the insurance and vision allowances were described as consistent with DPW provisions.
Council members asked questions about aligning percent increases across job classes and about advertising for a manager if needed. Unidentified Speaker 3 said the committee intends to present the finalized contract language and hold a formal vote at the Dec. 3 meeting.
Separately, members flagged that end‑of‑year budget adoption resolutions need to be added to the upcoming agenda and agreed those resolutions would likely fall under the "all business" section. There was no final vote on personnel contracts during the Nov. 19 meeting.
Next steps: The council will consider the personnel contract for a formal vote during the Dec. 3 meeting and will add budget adoption resolutions to the next agenda.
