Chris Halskove, the City of Des Moines zoning enforcement officer, briefed the Zoning Board of Adjustment on enforcement activities, introduced the department’s corridor inspectors and support staff, and summarized enforcement work covered to the mayor and council.
"Chair members of the board, Chris Halskove, zoning enforcement officer," Halskove said as he opened the presentation and introduced staff. He listed corridor inspectors and staff by territory and role, including Jimmy Tiernan (South Side corridor inspector), Joe Gregoire (North Side), Ian Donovan (Territory 2), Giovanni Corvera (Northwest), Jovan (Southeast), Jesse Torres (South side), James Laughlin (permitting for signs and fences), and Amanda Brewer (research associate).
Halskove outlined duties the enforcement unit handles beyond zoning board matters—permits, sound and building code issues, zoning letters and determinations—and summarized the unit’s activity from September 2024 through September 2025, flagging properties abated by court order. He said the unit relies on legal partners to obtain orders that allow city crews to clean sites. "We are a legal document preparation department as well," Halskove said.
Board chair Mel Pins and other members thanked Halskove and staff; Pins noted, "I'm glad to see 485 signs were taken out of our right of way," and Halskove said the department is documenting enforcement actions and that more detail is available in the report or online. Halskove also said training for the board and staff will be provided in the first few months of 2026 and offered to present enforcement work to neighborhood associations.
The presentation was informational; no formal action was taken. The board approved the previous meeting minutes later in the session and adjourned.
