Board approves $74,007.31 pay application for transfer station; Main Street largely complete

City staff presented pay application No. 3 for the Transfer Station modernization (TSO) on Nov. 18 and asked the board to approve a payment of $74,007.31. A staff presenter said the contract is about 80% complete and that the payment would leave roughly $227,000 remaining on the contract, including retainage and a small approved project increase. The board voted to approve the application by voice vote.
The board also heard a Main Street construction update: staff said the road is open, asphalt and striping are finished in the completed sections, bump-outs at intersections are installed and plant materials and minor curb work remain. “I think the new bump outs ... are fabulous and much safer for people crossing the street,” a staff member said, praising contractor All Star for meeting a challenging schedule.
Board members noted remaining punch-list items and that the project team will perform a final walkthrough before winter. Staff said additional 2026 projects are in planning stages.
