Board awards PACE dilapidated-structure grants to four projects, approves two extensions

The Board of Public Works and Safety on Nov. 18 approved multiple dilapidated-structure grants through the PACE program, awarding $25,000 applications for several downtown projects and approving extension requests for a duplex on East Second Street.

Staff presented the applications and recommended awards. “This is the Floating Cow Building. New ownership. The Fife’s own it now... their grant is a dilapidated request, for $25,000,” said Brian, the PACE presenter. The board also heard proposals for 2333 Michigan Road (mold remediation, new siding and windows), and the Central Hotel phases 3 and 4 (structural stabilization, waterproofing, roofing and exterior painting listed under 305 and 307 Mulberry). Each of the listed PACE applications presented for this round requested $25,000 where specified.

Board members moved to bundle the applications into a single motion and voted to approve the awards. Staff said the awards allocated for these projects effectively exhaust the program’s 2025 allocation.

Separately, a property owner requested a six-month extension for two connected units (08:11 and 08:11½ East Second) because bad weather delayed exterior siding work. Staff said the interior work is mostly complete and the extension is intended to allow finishing the exterior; the board approved the six-month extension.

The board also approved a final $7,500 rehab grant for tuckpointing and brick repair at 210 West 2nd Street and praised the visual improvement along that street.

The board did not record individual roll-call tallies in the meeting video or transcript; the approvals were made by voice vote and recorded as 'all in favor.'
