"The concept plan meets the requirements of the subdivision ordinance," staff said.
Trevor Lloyd of Mainline Engineering represented the applicant. A commissioner asked whether the front three lots would require a state highway permit; Lloyd confirmed that all four lots would need access approvals and said he would apply for the change-of-use/permit with the appropriate state authority.
Planning Commission member Tim Lewis moved to accept staff’s recommendation to advance the concept plan to detailed site plan review; the motion was seconded and passed without opposition. The commission closed the public hearing before voting. The project will proceed to the next administrative review step before any formal approvals of final plats or construction permits.
