The resolution names GrantWorks as the recommended administrator following a scoring process of two bids.
City staff described the action as a two‑step pre‑positioning process: select a grant administrator now (no upfront cost to the city) and then approve engineers later as projects and grant opportunities arise. Staff said this ensures the city has an administrator and an engineer list ready in the event of a Henderson County disaster and that the GrantWorks contract will help with a separate General Land Office grant to update the comprehensive plan and drainage study.
Councilmember (Speaker 5) moved to adopt Resolution R‑2025‑010; Evan seconded. A roll‑call vote recorded 'yes' by Burns, Evans, Jacobs, Henson and Edwards; the motion passed. Staff indicated engineer selections would return to council at the next meeting.
