Attorney Morris outlined several changes to policy 4-13. He said transfers for "educational need" would be limited to situations where a student is pursuing a pathway or series of courses (not a single course), and the transfer remains effective only while the student remains in that pathway. Morris also explained a proposed option that would allow part‑time employees limited transfer privileges to the school where they are assigned so they may bring their children to work; the proposal differentiates part‑time employees from full‑time staff transfer rights.
On revocations, Morris said principals could seek transfer revocation where a parent's removal or ban from campus prevents parental engagement in the student's academic program. He added that students with poor attendance or significant behavioral issues at their home school would be ineligible for transfer, "because then if we just move it, then there's gonna be revocation. It just becomes too transitional for the student," Morris said.
Brenda Morris asked whether there is a process to involve students and parents in transitions back to their home school after long‑term suspension. Attorney Morris responded that a transition specialist at South Providence works with families on transitions in and back to a student's home school.
These revisions were offered as part of a larger package of first‑review policies responding to statutory changes. Staff requested that the board review the proposed changes at its December meeting.
