The Planning Commission voted to forward a positive recommendation to the City Council to rezone Lots 1 and 2, Block 1, of the Hovland Subdivision from agricultural to R‑1B (rural residential estate).
Planning staff (Speaker 1) summarized the proposal and said the winery portion of the property would remain in the agricultural zone so it would not become a legal nonconforming use. "That's where the winery itself is...that way, it does not become a legal nonconforming use," the staff member said, explaining the zoning configuration.
A commissioner (Speaker 3) moved to make a positive recommendation to the City Council, the motion was seconded, and roll call votes were recorded, producing affirmative responses. The commission approved the recommendation to rezone the two lots and will forward its recommendation to the City Council for final action.
