ILPC reviews driveway paving at 201 Highland Ave; delays window review at 102 To 5th Avenue

Preservation staff presented a proposal to replace a deteriorated gravel driveway and parking area at 201 Highland Ave with asphalt and to add two parking spaces. Staff said photographs show the existing gravel area is worn, the proposed work will not change parking configuration or size, and the parking was likely installed when the building was converted to multiunit use.

A commissioner raised concerns about drainage and runoff; preservation staff said they did not expect damage to the historic structure but noted additional runoff could be forced to the street and municipal stormwater system. Commissioners discussed screening requirements and dimensional limits for parking spaces and confirmed a public hearing is required for the work. On a separate agenda item, staff said the applicant for window replacements at 102 To 5th Avenue requested a delay and the review was postponed to a near-future meeting because the applicant could not attend. Staff also noted that the mayor has asked commission members to reapply to serve on the commission; the online application was not yet live at the time of the meeting.
