Planning Commission backs preliminary and final plat for Papa Moon Subdivision

The Planning Commission voted to recommend approval of the preliminary and final plat for Papa Moon Subdivision, covering Lots 1 and 2, Block 1, and will forward the recommendation to the City Council. Planning staff presented the proposal and said both parcels meet the intent of an R‑1B (three-acre minimum) zoning designation despite irregular lot shapes.

Planning staff (Speaker 1) told the commission the application splits two properties from a larger parcel and includes a rezone to R‑1B to follow. "They're kind of unusual shapes," the staff member said, noting Lot 2’s long driveway and a proposed access easement to permit shared access between Lot 1 and Lot 2. Staff also noted R‑1B requires a 200‑foot minimum lot width measured at the midpoint; the presenter said the lots do not strictly meet the midpoint width definition but have buildable area and therefore "meet the intent of code and staff's opinion." Staff recommended a positive recommendation to city council.

Applicant Troy Dondelinger of MC Schaff and Associates introduced himself to the commission and said he had no comments beyond prior discussions. The staff also flagged that Lot 1 will create a legal nonconforming structure because an existing garage sits on the parcel; staff said the garage cannot be enlarged until a house is built on the property.

A motion to approve the preliminary and final plat as submitted was made and seconded; roll call produced affirmative responses and the commission approved the staff recommendation. The commission will forward the record and its positive recommendation to the City Council for final action.
